The main objective of sports development is to provide opportunities and links for young players
and people to move along continuum of sports development or player pathway. The continuum
mainly produces a pyramid model. The study highlights the role of pyramid model in the sports
development. The study also highlights the effectiveness and importance of sport development in
the sports sector and its future. The sports development is very essential for enhancing player’s
attributes, skills and efficiency. There are several people and experts involved in the sports
development. The sports development makes sores that the players are maintaining their health
quality. The managing bodies of the sports development have developed strategies which focus
on providing a statement of the aims and objectives of the Council’s sports development. The
strategy also includes the priorities for the next five years. The study is mainly focused upon the
sports development of badminton as well as the challenges that occurs in sports development.
The study also includes measures to overcome the challenges.
Overview of the development program
The sports development is basically the evaluation of sports activities for the society and
community. The successful sports development of badminton is very much depend upon the
effective partnership as well as networking with service providers, National Governing bodies,
voluntary group, local authorities, facility operators, social and health care providers and
community group of Victoria. There are several people involved in the sports development of
badminton in Victoria. The involvements are:
● Policy makers
● Health specialists
● Facility managers
● Sports development officers (SDO)
● PE staffs
● Community outreach officer
● Youth workers
The sports development officer is accountable to monitor and analyse the performance and
effectiveness of the sports development program. As per the view of Nash, Sproule & Horton
(2017), the sports development programs have to use numerous tools and techniques in order to
promote and provide sports activities for the society and community. The tools and techniques
used in the sports development of badminton are:

Sports development continuum is divided in different levels. As stated by Stansen & Chambers,
(2019), the first level of the sports development is foundation, the second level is participation,
the third level is performance and the fourth level is excellence. The continuum is linked with
numerous models. The sports development is mainly targeted for:
● Youth Centres
● Local Parks
● Ethnic groups
● Community groups
● Leisure centres
● Young people
● Older people
● Development of badminton
In order to carry out the sports development successfully, the managing bodies have to analyse as
well monitor the program efficiency as well players or people's participation and performance.
According to Brenner (2016), the sports development could also experience uncertainties or
challenges and the sports development officers are accountable to overcome the challenges as
well as avoid uncertainties.
Target participants and anticipated outcomes
As the whole program is divided into four categories or levels, the target participants will differ
from one another. For example, in the primary stage that is the level of foundation, target group
will be mostly children or young people, as it will be easier to train them in order to develop the
basic skills. Participants who will be able to perform well in this stage will go the next stage
(Jeanes, O’Connor & Alfrey, 2015). In the context of the participation level, children will not be
the target group anymore, as participants who will perform well at this stage will get the
opportunity to play for the country. In the case of the level of excellence, participants who have
developed all the necessary skills within themselves will be the target group, and the outcome of
this stage is important as the players will start playing professionally and thus will start to pursue
their respective careers as badminton players (Judd, 2015).
Key concepts and roles of sports development
The concept of sports development is increasing to create more and more impact with each day
going. There are several concepts and roles which come under the program of sports
development. Sports development can be divided into four parts, in the context of any sport for
any country. The four factors which come under sports development program are Foundation,
Participation, Performance and Excellence (Donaldson et al. 2016). These four concepts help to
summarize the whole sports development program. As in this study, the chosen sport is
Badminton and will discuss its development program in Victoria; the study will go through the
program or process of development at each of these factors in the case of Badminton in Victoria.
Foundation- The primary part or the beginner stage of the sports development program can be
termed as the Foundation level. This level of the program mainly focuses to make children
interested in playing Badminton by letting them know the advantages they will develop in terms
of becoming healthy and even pursuing a career in sports (Holt, 2016). However, as they do not
develop playing skills or do not have an experience of playing the game, at the Foundation level
they are being provided with a training of the basic skills, which they really need to develop, if in
the future they become a professional in this sport.
Participation- The second and probably one of the most important parts of the sports
development program is the participation level. As after the foundation level, children who have
been trained the basic skills now will have to participate in different competitions to play the
sport, it can be said that the participation level is one of the most vital phases of the program of
sports development. On the other hand, besides participating to develop the skills further, many
participate to enjoy the game of badminton and some even participate to become fit and healthy
(Hu, Chen & Tzeng, 2016).
Performance- In the context of any sport, the most crucial phase that a player will or goes
through, is the performance. In the case of badminton in Victoria, the scenario is no different.
Players who take part in the sports will have to perform; otherwise they will not be able to play
the game for a long time. As per the view of Culvenor (2016), the craze and the interest of
people of Victoria is increasing day by day to play the sport of badminton, competition is
increasing. Thus, it can be said that in the performance level, from a player’s point of view it is
becoming crucial day by day to perform at their level best.
Excellence- This is the ultimate stage of the program of sports development. At this stage, people
who have developed skills to play badminton in an excellent manner and are playing the sport at
the higher level. In other words, the excellence stage can be termed as the stage where, the
professional of the sports play the game of badminton.
Difference between the development of sports and development through sports
As commented by Culvenor (2016), it is very important to understand the difference between the
two terms, development of sports and development through sports. It can be said that both of the
terms go hand in hand. However, there are definitely a few differences between the two terms.
The primary objective of the program of sports development is to encourage and boost the sport
itself upon which the program is being conducted. These programs are carried out by different
organisations or federations depending upon the nature of sports (Lawrence & Hobson-Powell,
2017). In the context of the sport badminton, Australia has different federations and
organisations which look to develop or conduct the program of sports development. Like any
other sports development program, the program for badminton also requires different effective
strategies in order to make people aware and interested about the game. However, the approach
has both negative and positive outcomes. In order to make people more interested about the
sport, the organisations and the federations take necessary steps and promote the sport with the
help of different strategies and plans (Mah, 2018). Thus the whole process can make people
interested in joining as a player, as a coach or even as worker for the federations or the
organisations that are promoting the sport. On the other hand, the program can also make people
interested to join as a volunteer as well and thus will help to play a positive role in social well-
being of a community. Apart from all these positive factors that the program can bring, there are
several negative factors as well, which if arrives will definitely affect the whole program in
different ways. For example, if the strategies and the approaches fail to create the desired impact
or bring the desired outcomes, it will affect the organisation or the federation that conducted the
program. It is quite obvious, that to promote a sport in a country like Australia, it will require a
huge amount of money. As per the idea of Deans et al. (2016) thus organisations and federations
will have to look for stakeholder who will help them in conducting the program, by looking to
make profit of course. Thus, if the program fails to create impact, the stakeholders will no longer
be interested to invest in the future.
On the other hand, the scenario of the term development through sports is completely different.
However, the concept of sports development depends a lot on the concept of development
through sports. As the main objective of the program of sports development is to promote the
sport and make people more interested towards it, thus if people do not find any kind of
improvement or development through the whole process, they will not become interested and
thus the process will fail. People, who participate or join in the game mainly, keep two things in
mind, either they are going to pursue the sport as a career or they will just enjoy the game and
thus will try to become more fit and healthy. That is why, the organisations and the federations
conducting the program will have to be careful in terms of developing strategies or the chances
of failing will increase.
Sport development at all level of sports
It has already been mentioned that in the context of any sport, its sports development program
will have 4 different stages which can explain the whole program easily. However, developing
strategies and approaches for each of the levels are very crucial; otherwise if any of the levels do
not act properly or fails to deliver the desired results; it will affect the whole program and thus
can lead to the failure of the organisations or the federations in terms of conducting a sports
development program for badminton.
The level of foundation- It has been mentioned above in this study, that the aim or the objective
of this level is to find out children, who can be trained in order to develop the basic skills of a
badminton player. Moreover, children who are going to be trained would have had no experience
of playing the game before (Nash, Sproule & Horton, 2017). Thus, the federation or the
organisation which is going to conduct the program must make careful decisions in choosing the
right candidates. Though it is quite difficult to make strategies to choose proper candidates who
can be provided with the necessary trainings, as in most cases it will be found that none of the
candidates, have experience of playing badminton before and none of them have the skills of
becoming a badminton player. That is why, to choose proper candidates, the federation
conducting the program should select candidates depending on their fitness level (Pitt et al.
2016). In order to play badminton efficiently, a player must give the same amount of importance
to stay fit as much as the importance given to further develop the skills. Thus, fitness is a key
factor in terms of becoming a badminton player.
The level of participation-
In the case of the participation level, candidates who have been provided with the necessary
trainings and thus have developed the skills to play the sport to some extent, participate to play
the game. However, in a few cases, it can also be found that people are joining just to enjoy the
game and are not going to pursue it as a career. Although, a few candidates are joining to enjoy,
there must be candidates who will join local clubs and will start to play as professionals. On the
other hand, at this level the most vital role is being played by the coaches who are training the
candidates. As the candidates do not have a relevant amount of experience, the coaches will have
to give them time and must keep their patience.
The level of performance-
At this level, candidates who have successfully completed the previous levels, start to perform at
their best and thus find or get opportunities to play for the country. As maintaining quality level
performance while playing for the country is a must do, players get involved in harder training
schedules in order to improve the skills (Rossi, 2015). Moreover, at this level the organisations
or federations which conduct the program, also give importance to the concept of talent
Challenges in sports development
In order to develop strategies to promote a game or a sport in a country, there will be different
challenges and barriers. Thus the organisations or the federations conducting the program of
sports development must stay aware of these challenges.
One of the most crucial and unavoidable challenges or barriers that arrive in the program, is to
find out the right candidates who can be trained to develop the skills. A sport is something that is
being loved by people of all age group. Especially, in a country like Australia, where all kinds of
sports is very popular, it is very challenging to find out the eligible candidates (Vella et al. 2015).
People of all age group will want to participate and that is why, the federation will have to set an
age group, so that they can minimise the barrier to some extent.
To be a sportsman, fitness always plays one of the most important roles. Thus, the level of fitness
of the participants will have to be considered in order to minimise the barrier. Especially in the
context of badminton, fitness level of the players will have to be accurate as the game involves
tremendous amount of physical activities. However, participants will differ from one another in
terms of fitness, thus this is one of the barriers in the program of sports development.
To promote a sport across the country, an organisation or the federation which is conducting the
program, will need a huge amount of money. Thus, they will have to depend on the stakeholders
to resolve this factor. However, if stakeholder lose interest to invest in these kinds of programs, it
will be impossible for the federations or the organisations to conduct a program at this level.
Moreover, the federation will have to provide the participants with the necessary equipments as
well. Thus, if the necessary amount of money is not received by the organisations, they will not
be able to provide the participants with the necessary equipments and thus the whole program
Measures for sports development challenges
The sport development program has to be executed properly in order to achieve success but the
driving the program is not easy. The sports development program experiences several challenges
and problems while conducting the program. As commented by Kiuppis (2016), the sports
development officers are accountable to develop different strategies to overcome the challenges.
At first the sports development officer needs to analyse and identify the issues players and
participants are facing. One of the major challenges in sports development of badminton is
health. The players have to maintain their health while playing and participating in leagues and

performance and efficiency. The coach is also responsible to motivate and encourage the players
to improve the potential and stamina. Badminton players need to have high stamina because this
sport is full of reflexes and energy.
Players or participants attitude and behaviour is also an issue for the sports development
program. The players and participants have to change their attitude and behaviour in order to
improve the performance (Farrow & Robertson, 2017). The players need to improve their game
skills, attributes and abilities for becoming a good player.
